Using xCAT - IP Monitor application you will be able to monitor any network machine (PC, Router, Servers) on a network or the internet aslong as it has it's own IP address
The program show a tiny window with 10 virtual LED lights, if the a network
device is online it's LED is green, if not it will be Red and Black if there is no network device to check or the state of the device is has not yet been determined
